When Google opened Whisk AI to experimenters outside the U.S., creatives worldwide rushed to see if they made the cut. The rollout is generous—100+ countries—but some huge markets (including India and the entire EU) are still missing. This guide compiles the official country list as of August 2025, explains the rationale behind regional restrictions, and offers legit work-arounds like VPNs and Workspace early-access invites.

Google’s Labs FAQ lists every market where labs.google/fx tools (ImageFX, MusicFX, Flow, and Whisk) are officially available to users aged 18+. Whisk is offered in all of those countries except the U.K.

Why so many exclusions?
Google hasn’t publicly detailed every decision, but industry analysts point to three main factors:
- Data-privacy regulation: The EU’s AI Act and India’s DPDP bill impose strict rules on generative models. Google traditionally launches AI products there after an extended compliance review.
- Age & content laws: Many regions require additional age-feasibility checks for potentially NSFW generations.
- Compute cost & demand forecasting: Rolling out to every market simultaneously would overload Imagen 3 GPU clusters; phased release helps scale responsibly.
Safe work-arounds (VPN, Workspace domains, and more)
Disclaimer: Always follow Google’s Terms of Service. Using a VPN to spoof location may violate the Labs testing agreement and could lead to account suspension. That said, thousands of creators do the following:
- VPN + U.S. Google account: Sign up for an AI Ultra trial on a U.S. IP address. Once activated, credits currently work globally—even when you switch the VPN off.
- Workspace Enterprise Plus invite: Join a customer domain that already has Ultra licenses. Invited users inherit the region of the admin’s billing address.
- Wait-list: Register on labs.google/fx to get notified as your country unlocks. Historically, Google batches new regions every 3–4 months.
Frequently Asked Questions (FAQs)
Is Whisk AI available in the EU?
No. GDPR and the upcoming EU AI Act currently delay launch. Expect rollout only after compliance adjustments.
Can I legally access Whisk with a VPN?
Google’s terms discourage location spoofing, and you risk losing access. Proceed at your own discretion.
When will India get Whisk AI?
Google hasn’t announced a timeline. Past AI tool launches suggest a 6-12 month lag behind North America.
Do credits differ by country?
No. AI Ultra users receive the same 25,000 monthly credits worldwide (once Whisk is available).
